Those officials for Pokemon battles have lives outside of announcing the obvious. Yes, they have homes, friends, families, kids, problems with projection onto their children to become the great trainers they never were; you know, the usual stuff.
Leo grew up at the Battle Frontier. Not in that metaphorical sense of spending all of his time there because he loved it, but in the sense that his dad's condo was a ten minute walk to the main stadium. So yeah, I guess he did grow up there in that other sense, too, but not due to his own accord. Sure, he's seen countless talented trainers, even quite a few celebrities, the old champion, but moreso than that, Leo has seen endless violence. Among the righteous trainers who worked in harmony with their Pokemon were those who forced their Pokemon to battle, those who were abusive and pushed their partners further than they could take. So, yeah, it highlighted an interesting perspective on Pokemon battling that wasn't exactly conducive to his father's dreams for him to one day join them. Rather, he wanted to become a Ranger and protect those same Pokemon who didn't really want to battle.
